Leadership

Staff

The Liberty Fund is guided by a dedicated team of professionals committed to reducing pretrial detention, supporting individuals involved in the criminal justice system, and strengthening communities throughout New York City.  All staff are New York State certified case managers and licensed New York State bail bond agents.

Yolanda Seltzer, LMSW

Interim Executive Director and Director of Social Services

Yolanda Seltzer serves as Interim Executive Director of The Liberty Fund.  She has been with The Liberty Fund since 2018 and has served as Director of Social Services since 2019, overseeing the organization’s social services and case management initiatives.

A retired New York City Department of Correction Captain and Licensed Master Social Worker, Yolanda brings more than 30 years of experience in criminal justice and social work. Throughout her career, she has focused on connecting individuals with the resources and support they need to navigate complex systems and build stability in their lives.

As Director of Social Services, Yolanda has led the development and delivery of services for individuals involved in the criminal justice system, including needs assessments, case management, and connections to community-based resources. Her work has helped strengthen The Liberty Fund’s person-centered approach to pretrial support and its commitment to reducing unnecessary detention.

Yolanda holds a Master of Social Work from Stony Brook University and a Bachelor of Science in Human Services from Empire State University. She is a New York State Licensed Master Social Worker and a licensed bail bonds person.

Leadership Transition

Following nearly ten years of leadership, Dave Long recently departed The Liberty Fund to join the New York City Department of Probation, where he will oversee the Manhattan and Staten Island legal offices.

During his tenure, Dave helped guide the organization’s development and its evolution from New York City’s first citywide charitable bail fund to its current focus on voluntary, person-centered case management and support for individuals involved in the criminal justice system.
